👋 Hello
I’m Josue Sanchez,
Based in Orlando Area, FL.
Every utility knows its substations are aging. Few can tell their board what to replace first, what it will cost, and why. I'm Josue Sanchez. I help utilities plan, prioritize, and execute substation and distribution investments, and I build Al tools that make engineering teams faster.

Senior Engineering Services Engineer / Manager
TRC Companies (assigned to Luma Energy, Puerto Rico) · Palm Beach, FL (Remote)
2022 – 2023
Engineering consulting firm. Led T&D engineering management under Luma Energy's FEMA-funded PMO/Engineering Services contract for Puerto Rico infrastructure recovery.
Oversaw a FEMA-funded substation recovery portfolio of 67 concurrent projects across Puerto Rico, coordinating five engineering firms and multiple project owners to maintain pace with federal funding timelines and reimbursement requirements.
Delivered 30+ Task Order Scopes of Work (TOSOWs) — covering technical specifications and contractual requirements for substation rebuild projects — within a substantially compressed schedule to meet FEMA submission deadlines.
Directly managed 18 substation rebuild projects as project owner, ensuring scope compliance, schedule adherence, and budget control from engineering through construction handoff and funding documentation.
Developed and launched three system-wide replacement programs for Luma Energy — Distribution Relay Replacement, Distribution Metalclad Replacement, and Surge Arrester Replacement — establishing engineering standards and multi-year execution plans for the substation fleet.
Evaluated proposals from engineering firms for substation projects and served on the capital projects committee for official FEMA SOW submittals and funding reimbursement.
Principal Distribution Planning Engineer ·
Gainesville Regional Utilities (GRU) · Gainesville, FL
2021 – 2022
Large municipal utility serving Gainesville, FL. Led high-complexity distribution planning studies and multi-year capital investment programs.
Developed a $7M oil circuit breaker replacement capital plan covering 34 aging units across the substation fleet with a phased 5–10-year replacement schedule — completed within two months; plan is currently in active execution.
Delivered a $28M power transformer replacement roadmap for 32 transformers across Energy Delivery and Energy Supply divisions, with a 10-year capital schedule, within three months of assignment.
Executed GRU's first distribution DER hosting capacity study, quantifying the solar and battery storage generation capacity available at each section of the distribution system to support interconnection planning and capital decision-making.
Led a complex ArcFM Designer software replacement analysis — coordinating stakeholder meetings, change management, executive presentations, and board-level approvals — achieving full organizational consensus and sign-off within six months.
Negotiated and secured a renewed power purchase agreement with the City of Alachua, retaining GRU's largest customer and restoring the commercial relationship.
Project Manager / Senior Electrical Engineer
Asset Engineering · Jacksonville, FL
2020 – 2021
Electrical engineering consulting firm. Managed T&D, substation, EPC, and DER projects for municipal utilities, federal agencies, and agricultural clients.
Served as project manager and engineer of record for a $6M greenfield distribution substation for the City of Alachua, managing scope, schedule, budget, and a cross-functional team of engineers and subcontractors from design through construction.
Directed a $2M substation modification program for Keys Energy Services covering two substations, from engineering design through construction management and commissioning.
Managed a NERC compliance project for Gainesville Regional Utilities encompassing SEL-RTAC, protective relay, and communications equipment replacement across multiple substations.
Delivered DER interconnection studies, BESS integration analysis, and a comprehensive power system assessment for Mahi-Pono Farm (Maui, HI), supporting a vertically integrated agricultural operation generating and transmitting its own power through solar, storage, and deep-well water systems.
Planning Engineer / Senior Electrical Engineer
Ocala Electric Utility · Ocala, FL
2016 – 2020
Municipal utility serving 56,000+ customers. Led distribution planning, capital program development, and power quality investigations across overhead and underground systems.
Managed distribution capital improvement program (CIP) planning through load flow, voltage drop, sectionalizing, and contingency studies, identifying short- and long-range system deficiencies and producing multi-year investment roadmaps aligned to load growth and reliability targets.
Investigated and resolved power quality complaints as a Certified Power Quality Professional (CPQ) — diagnosing voltage, flicker, and harmonic issues — and implemented corrective actions that measurably reduced customer service disruptions and complaint frequency.
Executed root cause analysis on a high-fault-frequency circuit, identified underlying design deficiencies, and implemented system changes that reduced protection operations to one of the lowest levels in the service territory.
Improved system reliability indices (SAIDI, CAIDI, SAIFI, MAIFI) through targeted feeder analysis, sectionalizing design improvements, and infrastructure upgrade recommendations.
Planned, designed, and project managed electrical infrastructure for critical and high-profile loads including hospitals and large commercial and industrial customers.
District Manager / Engineer Supervisor I
Puerto Rico Electric Power Authority (PREPA) · San Juan, PR
2016 – 2020
Vertically integrated public power utility ranked #1 in generation among 100 U.S. public power utilities (APPA 2018). Progressed from Engineer Supervisor to District Manager across Bayamon, Palo Seco, and Corozal district offices.
